PH Tracker

PH

When we first meet Puffle Handler, she is an Australian penguin who trains puffles for the Elite Penguin Force. Later, she is seen as more of a puffle lover and expert rather than an EPF character. She also is somewhat more of an explorer now.

Herbert Tracker

Herbert

Herbert is the island's most notorious villain. He was stranded on Club Penguin while looking for a warm place to live. Herbert plans to stop all loud parties, warm up the island, and defeat the Elite Penguin Force. His trusty sidekick, Klutzy the Crab, never leaves his side.
Herbert has gone through a rather large amount of character development, and his personality has changed drastically since his first appearance. When he lived in the Arctic Circle, he seemed nice enough, and enjoyed his life there, but he longed to be warmer. After he left the Arctic Circle and found Club Penguin Island, although he started as a simple nuisance looking for warmth, his personality has evolved to be more cruel, tyrannical, and dictator-like.

Gary Tracker

Gary

Club Penguin's most famous inventor. Gary the Gadget Guy has built lots of the technology that penguins use around the island, including: the Clock Tower at the Snow Forts, the Pizzatron 3000, jet packs in Jet Pack Adventure, and the Aqua-Grabber.

Gary has gone through large amounts of character development and personality changes. Throughout his history, he has been smart and very helpful to most penguins on the island. When he appears in Mission 2, he appears as a somewhat slick and suave scientist who owns the Sport Shop. Very soon after this he morphs into more of a leader and technical personality. When he first appeared for Medieval Party, he appears quiet and imaginative. He is very easily frightened as shown by his scripts during the Halloween Parties. He becomes more partner-like than superior towards the last secret missions, and in the EPF (although he issues orders and missions) he appears as more of a team member, like Jet Pack Guy and Rookie.

Cadence Tracker

Purple-haired DJ and professional dance machine! Cadence is always down for a dance-off, and you'll usually find her at the Dance Club mixing music for the Dance Contest game. She first made a big splash when she threw the Dance-a-thon Party back in January of 2009, and showed up to 'chill' in person.
Cadence is known to be a bit of a girly girl. She seems to act like an average teenager. She is a hip and cool penguin, and she uses slang and acronyms. She is also very friendly and usually becomes friends with penguin pretty easily. She has an extreme fashion sense and loves clothes. This was witnessed when she hosted the Fashion Show in February 2012. She is also known to be obsessed with music. Her favorite activities are singing and dancing.

Aunt Arctic Tracker

Aunt Arctic

Chief Editor and advice columnist for the Club Penguin Times. Every week she answers questions sent to her by penguins from around the island. Aunt Arctic first started writing for the newspaper in May 2006. She loves trivia, and getting the scoop on the island's parties and events. 
Aunt Arctic is optimistic, and tries to make the best out of any situation. She can become friends with almost any penguin. She enjoys her puffles and loves her job at the Club Penguin Times. She is also very smart and helpful through her advice column in the newspaper. However, as the Director of the EPF, she is very serious, secretive, and well coordinated.
